Duplicate Passport for a Lost or Damaged Passport: Process, Fees and Documents
Passport Seva does not issue a “duplicate” passport. If your passport is lost, stolen or damaged, you apply under Re-issue of Passport and give the reason as Lost or Damaged. You will get a new passport with a new booklet number. The fee is higher than a normal renewal, and a police report is needed for a lost passport. Here is the full process.
Key Features
- There is no separate duplicate passport. Apply as Re-issue with the reason “Lost / Damaged”.
- For a lost or stolen passport, report to the police first and get the original police report (FIR). It is needed for the application.
- An affidavit in Annexure F stating how and where the passport was lost or damaged is required.
- The fee is higher than normal renewal, and Tatkal is available for urgent travel.
- Police verification is usually done, so the time is longer than a simple renewal. Without police verification it can take about 7 working days, and up to about 30 working days with it.
- If you are abroad, report to the local police and the nearest Indian Mission or Embassy.
Step-by-Step Process
- Report the loss to the nearest police station immediately and take the original FIR or police report. For damage, no FIR is needed, only an explanation of the damage.
- Prepare the Annexure F affidavit on stamp paper if required, with the details of how, when and where the passport was lost or damaged.
- Log in to the Passport Seva portal and click Apply for Fresh Passport / Re-issue of Passport, then select Re-issue.
- Enter your old passport file number and date of birth if you have them, and select the reason Lost / Damaged.
- Fill in the form, pay the lost/damaged fee online and book an appointment at the nearest PSK or POPSK.
- Visit with the ARN receipt, FIR, Annexure F, address and date of birth proof and all originals. Biometrics are captured.
- Police verification follows. After approval the new passport is sent by Speed Post. The lost passport number is cancelled, so do not use it if you find it later.

This is the replacement fee for lost, stolen or damaged passports. Fees as per the revised structure effective 1 July 2026. Fees are non-refundable. Always confirm the exact amount in the Fee Calculator on the Passport Seva portal before paying.
Important Points
- No FIR, no re-issue for a lost passport. Get the police report before you start the online application.
- Keep the FIR copy, the affidavit and your ARN receipt safe until the new passport is delivered.
- If you apply many times for lost passports, the case is checked more strictly and may take longer.
- Do not choose “Renewal” for a lost passport. Use the Lost / Damaged re-issue option.

मुख्य जानकारी (Key Features)
- अलग से डुप्लीकेट पासपोर्ट नहीं होता। कारण "Lost / Damaged" चुनकर Re-issue के रूप में आवेदन करें।
- खोए या चोरी हुए पासपोर्ट के लिए पहले पुलिस को सूचना दें और मूल पुलिस रिपोर्ट (FIR) लें। आवेदन में यह ज़रूरी है।
- Annexure F में शपथ-पत्र चाहिए, जिसमें लिखा हो कि पासपोर्ट कैसे और कहां खोया या खराब हुआ।
- फीस सामान्य रिन्यूअल से ज़्यादा है, और जल्दी के लिए तत्काल (Tatkal) उपलब्ध है।
- आमतौर पर पुलिस वेरिफिकेशन होता है, इसलिए समय सामान्य रिन्यूअल से ज़्यादा लगता है। बिना पुलिस वेरिफिकेशन लगभग 7 कार्यदिवस और वेरिफिकेशन के साथ लगभग 30 कार्यदिवस तक लग सकते हैं।
- अगर आप विदेश में हैं, तो स्थानीय पुलिस और नज़दीकी भारतीय मिशन या दूतावास को सूचना दें।
आवेदन की प्रक्रिया
- पासपोर्ट खोने की सूचना तुरंत नज़दीकी पुलिस थाने में दें और मूल FIR या पुलिस रिपोर्ट लें। खराब पासपोर्ट में FIR नहीं, सिर्फ खराबी का विवरण चाहिए।
- Annexure F का शपथ-पत्र तैयार करें (ज़रूरत हो तो स्टाम्प पेपर पर), जिसमें पासपोर्ट कैसे, कब और कहां खोया या खराब हुआ, यह लिखा हो।
- पासपोर्ट सेवा पोर्टल पर लॉगिन करें, Apply for Fresh Passport / Re-issue of Passport पर क्लिक करके Re-issue चुनें।
- पुराने पासपोर्ट का फाइल नंबर और जन्मतिथि (यदि याद हो) डालें और कारण Lost / Damaged चुनें।
- फॉर्म भरें, खोए/क्षतिग्रस्त पासपोर्ट की फीस ऑनलाइन भरें और नज़दीकी PSK या POPSK में अपॉइंटमेंट बुक करें।
- ARN रसीद, FIR, Annexure F, पता व जन्मतिथि प्रमाण और सभी मूल दस्तावेज़ों के साथ जाएं। बायोमेट्रिक लिए जाते हैं।
- इसके बाद पुलिस वेरिफिकेशन होता है। मंज़ूरी पर नया पासपोर्ट स्पीड पोस्ट से आता है। खोए पासपोर्ट का नंबर रद्द हो जाता है, इसलिए बाद में मिल भी जाए तो उसका उपयोग न करें।

यह खोए, चोरी हुए या क्षतिग्रस्त पासपोर्ट के बदले की फीस है। फीस 1 जुलाई 2026 से लागू संशोधित ढांचे के अनुसार है। फीस वापस नहीं होती। भुगतान से पहले पासपोर्ट सेवा पोर्टल के फीस कैलकुलेटर में सही राशि ज़रूर जांच लें।
ज़रूरी बातें
- खोए पासपोर्ट में FIR के बिना री-इश्यू नहीं होता। ऑनलाइन आवेदन शुरू करने से पहले पुलिस रिपोर्ट ले लें।
- नया पासपोर्ट मिलने तक FIR की कॉपी, शपथ-पत्र और ARN रसीद संभालकर रखें।
- बार-बार पासपोर्ट खोने के मामलों की जांच ज़्यादा सख्त होती है और समय ज़्यादा लग सकता है।
- खोए पासपोर्ट के लिए "Renewal" न चुनें। Lost / Damaged वाला री-इश्यू विकल्प ही चुनें।
