A learner's licence is the first step towards a permanent driving licence in India. Who Can Apply for a Learner's Licence?
You can apply for a motorcycle without gear (up to 50 cc) from the age of 16, with the consent of a parent or guardian. For other vehicles with gears and for cars, you must be at least 18 years old. You apply in the state where you live or work, through the RTO of your area.
If you already hold a learner's or permanent licence, you generally do not need a fresh learner's licence for the same vehicle class.
Documents to Keep Ready
- Age proof: birth certificate, Class 10 marksheet, passport or Aadhaar.
- Address proof: Aadhaar, ration card, electricity bill, bank passbook, passport or rent agreement.
- Recent passport-size photograph and a scanned signature, in the size asked.
- Form 1 (self-declaration of physical fitness). A medical certificate in Form 1A may be needed for applicants aged 40 and above or for commercial vehicles.
- An active mobile number. Aadhaar linked to a working mobile helps if you choose e-KYC or the online test.
Steps: Apply for a Learner's Licence Online
- Open sarathi.parivahan.gov.in and select your state.
- Click Apply for Learner Licence and tap Continue.
- Choose whether you are a new applicant, and complete Aadhaar authentication if your state offers it.
- Fill in the application (Form 2) with your personal details, address and the vehicle class you want.
- Upload your photograph, signature and documents.
- Pay the application fee and the test fee online and print the receipt.
- Book your test slot at the RTO, or choose the online test if your state allows it.
- Take the test. If you pass, your learner's licence is issued digitally.

After You Pass the Test
Your learner's licence is issued in digital form. You can download it from the Sarathi portal using your application number and date of birth, and keep a print-out with you while driving.
It is valid for six months. You can apply for the permanent driving licence after 30 days, and you must do it before the learner's licence expires. While practising, carry the licence and drive with an experienced licensed driver beside you, with L-sign displayed on the vehicle.
