How to Apply for a New Passport: Process, Fees and Documents
A passport is the main travel document for going abroad, and every Indian citizen can apply for one through the Ministry of External Affairs. The whole application is filed online on the Passport Seva portal, and you visit a Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK) only once for document check and biometrics. This guide explains the full process, fees and documents in simple words.
Key Features
- Apply online on the Passport Seva portal or the mPassport Seva app. Walk-in applications are not accepted.
- Adults get a 10-year passport in 36 or 60 pages. A child below 15 gets a passport valid for 5 years or until age 18, whichever is earlier.
- Police verification is normally required for a fresh passport. It can be done before or after the PSK visit.
- Tatkal service is available for urgent travel. Eligibility rules and an undertaking with supporting documents apply.
- Fresh applications get a 10% fee concession for senior citizens (60+) and young children, as per rules.
- Normal processing usually takes around 30 to 45 days including verification. Tatkal is much faster.
Step-by-Step Process
- Register on the Passport Seva portal (passportindia.gov.in) with your name, date of birth, mobile number and email, then log in.
- Click Apply for Fresh Passport / Re-issue of Passport and fill the form. Name, date of birth and address must match your documents exactly. Details cannot be edited after submission.
- Choose normal or Tatkal, pay the fee online and book an appointment at the nearest PSK or POPSK.
- Print the application receipt (ARN) and visit the centre on the booked date and time with all original documents. Reach 15 to 20 minutes early.
- Documents are checked, then your photo, fingerprints and signature are captured. Submit the application at the counter.
- Police verification is done at your address. Keep your ID and address proof ready for the officer.
- After approval the passport is printed and sent by Speed Post. Track it with your file number and date of birth on the portal.

Proof of address (any one)
- Aadhaar card, voter ID or a recent utility bill (electricity, water, gas, landline)
- Bank passbook with photo, or a registered rent agreement
- Address in the form must match the address proof
Proof of date of birth (any one)
- Birth certificate issued by the municipal or registrar office. This is compulsory if you were born on or after 1 October 2023.
- Matriculation / 10th marksheet or school leaving certificate, or PAN card, for others. Check the Document Advisor for the current accepted list.
Other documents
- Original and self-attested photocopies of all documents
- Proof of non-ECR status (such as 10th pass or graduation certificate), if you are eligible
- For minors: birth certificate, parents’ passport copies or ID proof, and the parents’ consent as required
- For Tatkal: eligibility proof and the undertaking asked by Passport Seva

Passport Seva Kendra counter has no separate charge. Fees as per the revised structure effective 1 July 2026. Fees are non-refundable. Always confirm the exact amount in the Fee Calculator on the Passport Seva portal before paying.
Important Points
- Use the Document Advisor on the portal before you apply. It shows the exact documents for your case.
- Spelling of name, parents’ names and date of birth must be the same in every document. A small mismatch is the most common reason for delay.
- Passport Seva is free to apply through. Do not pay any agent for “guaranteed” or “fast” approval. Only the Passport Office decides.
- Apply early. Many countries ask for at least 6 months of passport validity for a visa.

- आवेदन पासपोर्ट सेवा पोर्टल या mPassport Seva ऐप पर ऑनलाइन होता है। सीधे केंद्र पर आवेदन नहीं लिया जाता।
- वयस्कों को 36 या 60 पेज का 10 साल वाला पासपोर्ट मिलता है। 15 साल से छोटे बच्चे का पासपोर्ट 5 साल या 18 वर्ष की आयु तक (जो पहले हो) मान्य रहता है।
- नए पासपोर्ट में आमतौर पर पुलिस वेरिफिकेशन होता है। यह PSK जाने से पहले या बाद में हो सकता है।
- जल्दी यात्रा के लिए तत्काल (Tatkal) सेवा उपलब्ध है। इसके लिए पात्रता और सहायक दस्तावेज़ों के साथ घोषणा-पत्र ज़रूरी है।

आवेदन की प्रक्रिया

- दस्तावेज़ों की जांच के बाद आपकी फोटो, फिंगरप्रिंट और हस्ताक्षर लिए जाते हैं। काउंटर पर आवेदन जमा करें।
- आपके पते पर पुलिस वेरिफिकेशन होता है। अधिकारी के लिए अपना ID और पता प्रमाण तैयार रखें।
- मंज़ूरी के बाद पासपोर्ट प्रिंट होकर स्पीड पोस्ट से आता है। पोर्टल पर फाइल नंबर और जन्मतिथि डालकर ट्रैक करें।

- नगर निकाय या रजिस्ट्रार द्वारा जारी जन्म प्रमाणपत्र। 1 अक्टूबर 2023 या उसके बाद जन्मे आवेदकों के लिए यह अनिवार्य है।
- अन्य आवेदकों के लिए 10वीं की मार्कशीट / स्कूल लीविंग सर्टिफिकेट या PAN कार्ड। मान्य सूची के लिए Document Advisor देखें।
अन्य दस्तावेज़
- सभी दस्तावेज़ों की मूल कॉपी और स्वप्रमाणित फोटोकॉपी
- Non-ECR का प्रमाण (जैसे 10वीं पास या स्नातक प्रमाणपत्र), यदि पात्र हों
- नाबालिग के लिए: जन्म प्रमाणपत्र, माता-पिता के पासपोर्ट की कॉपी या ID प्रमाण और ज़रूरत अनुसार माता-पिता की सहमति

पासपोर्ट सेवा केंद्र के काउंटर पर कोई अलग शुल्क नहीं है। फीस 1 जुलाई 2026 से लागू संशोधित ढांचे के अनुसार है। फीस वापस नहीं होती। भुगतान से पहले पासपोर्ट सेवा पोर्टल के फीस कैलकुलेटर में सही राशि ज़रूर जांच लें।
ज़रूरी बातें
- आवेदन से पहले पोर्टल का Document Advisor ज़रूर देखें। यह आपके मामले के सही दस्तावेज़ बताता है।
- नाम, माता-पिता के नाम और जन्मतिथि की स्पेलिंग सभी दस्तावेज़ों में एक जैसी होनी चाहिए। छोटी सी गलती भी देरी का सबसे आम कारण है।
- किसी एजेंट को "पक्का" या "जल्दी" अप्रूवल के नाम पर पैसे न दें। मंज़ूरी केवल पासपोर्ट कार्यालय देता है।
- जल्दी आवेदन करें। कई देश वीज़ा के लिए कम से कम 6 महीने की पासपोर्ट वैधता मांगते हैं।
