Minor Passport (Below 18 Years): Process, Fees and Documents
A child below 18 needs a passport of their own to travel abroad. A parent or legal guardian applies on the child's behalf through the Passport Seva portal, and the child must be present at the Passport Seva Kendra (PSK) on the appointment day. This guide explains the step-by-step process, the fee applicable from 1 July 2026, the documents and the parental consent forms (Annexure C and D) for different family situations.
Key Features
- A parent or legal guardian applies for the child on the official Passport Seva portal (passportindia.gov.in).
- Fee for a 36-page minor passport: ₹1,750 (Normal) or ₹4,250 (Tatkal), as revised from 1 July 2026.
- A 10% concession is available on fresh applications for children up to 8 years of age. It does not apply to re-issue.
- Child below 15: validity is 5 years or until the child turns 18, whichever is earlier (Passports (Amendment) Rules, 2026).
- Age 15 to 18: you can choose the minor passport, or an adult-category passport with 10-year validity (₹2,500 Normal / ₹5,000 Tatkal for 36 pages).
- The child must come to the PSK with at least one parent. Consent is given through Annexure D (both parents) or Annexure C (one parent).

Fees can be revised by the Ministry of External Affairs. Always confirm the exact amount in the Fee Calculator on the Passport Seva portal before paying.
Process to Apply for a Minor Passport
- Register or log in on passportindia.gov.in with the parent's account and select Apply for Fresh Passport (choose Re-issue if the child already has a passport).
- Fill in the child's details exactly as in the birth certificate, along with both parents' names and the current address, and submit the form.
- Pay the fee online. Payment is required before an appointment can be booked.
- Book an appointment at the nearest PSK or Post Office Passport Seva Kendra (POPSK) and save or print the application receipt.
- On the appointment day, go with the child, at least one parent, all original documents and self-attested copies. The photo and biometrics are captured at the counter.
- Police verification is done where applicable. After approval the passport is sent by Speed Post. Track it with your file number on the portal.
Documents Required
- Birth certificate of the child, issued by the Municipal Authority or Registrar of Births and Deaths. This is the main proof of date of birth.
- Address proof in a parent's name, such as Aadhaar, electricity or water bill, or another document from the Passport Seva list.
- Original passports of the parents (if they hold one) with self-attested copies of the first and last pages.
- Annexure D (declaration by both parents) or Annexure C (declaration by one parent), depending on your case.
- Application receipt and appointment letter. The exact document list is shown on the appointment letter, so follow it.
Special Situations and Which Form to Use
- Both parents available: both sign Annexure D. Either parent can accompany the child, with the passports of both parents.
- One parent cannot give consent (separated, deserted, refuses or cannot be contacted): the applying parent submits Annexure C. If both parents are in divorce proceedings, the court's permission or consent of both parents in Annexure D is needed.
- Divorced parent with custody: submit the divorce decree and custody order along with Annexure C.
- One parent has passed away: attach a copy of the death certificate. The surviving parent applies.
- One parent lives abroad: the consent form from that parent must be attested as per the Passport Seva instructions.
- Child born outside marriage: to enter both parents' names, Annexure D signed by both biological parents is required.
- A parent holds foreign citizenship: the passport office may ask for additional proof that the child has not acquired that nationality.
Important Points
- Apply only on the official Passport Seva website or app. Do not pay any agent for "guaranteed" or "fast" approval.
- The child's name, date of birth and parents' names must match across the birth certificate, Aadhaar and school records.
- Tatkal is also available for minors (₹4,250 for 36 pages). Tatkal slots are limited, so book early.

नाबालिग पासपोर्ट के लिए आवेदन की प्रक्रिया
- passportindia.gov.in पर माता या पिता के अकाउंट से रजिस्टर/लॉगिन करें और Apply for Fresh Passport चुनें (बच्चे का पासपोर्ट पहले से है तो Re-issue चुनें)।
- बच्चे का नाम और जन्मतिथि जन्म प्रमाणपत्र के अनुसार भरें, साथ में दोनों अभिभावकों के नाम और वर्तमान पता लिखकर फॉर्म सबमिट करें।
- फीस ऑनलाइन जमा करें। भुगतान के बाद ही अपॉइंटमेंट बुक होता है।
- नज़दीकी PSK या डाकघर पासपोर्ट सेवा केंद्र (POPSK) में अपॉइंटमेंट बुक करें और एप्लीकेशन रसीद सेव या प्रिंट कर लें।
- अपॉइंटमेंट के दिन बच्चे, कम से कम एक अभिभावक, सभी मूल दस्तावेज़ और स्व-सत्यापित कॉपी के साथ पहुंचें। फोटो और बायोमेट्रिक काउंटर पर ही लिए जाते हैं।
- जहां ज़रूरी हो वहां पुलिस वेरिफिकेशन होता है। मंज़ूरी के बाद पासपोर्ट स्पीड पोस्ट से आता है। पोर्टल पर फाइल नंबर से स्टेटस देखें।
ज़रूरी दस्तावेज़
- बच्चे का जन्म प्रमाणपत्र (नगर निकाय या जन्म-मृत्यु रजिस्ट्रार द्वारा जारी)। यही जन्मतिथि का मुख्य प्रमाण है।
- माता या पिता के नाम का पते का प्रमाण, जैसे आधार, बिजली या पानी का बिल या पासपोर्ट सेवा की सूची का कोई अन्य दस्तावेज़।
- माता-पिता के मूल पासपोर्ट (अगर हैं) और पहले व आखिरी पन्ने की स्व-सत्यापित कॉपी।
- आपकी स्थिति के अनुसार Annexure D (दोनों अभिभावकों की घोषणा) या Annexure C (एक अभिभावक की घोषणा)।
- एप्लीकेशन रसीद और अपॉइंटमेंट लेटर। दस्तावेज़ों की सही सूची अपॉइंटमेंट लेटर में दी होती है, उसी के अनुसार तैयारी करें।
खास स्थितियां और कौन सा फॉर्म लगेगा
- दोनों अभिभावक उपलब्ध हैं: दोनों Annexure D पर हस्ताक्षर करें। दोनों के पासपोर्ट के साथ कोई एक अभिभावक बच्चे को ला सकता है।
- एक अभिभावक की सहमति नहीं मिल सकती (अलग रहना, छोड़ देना, मना करना या संपर्क न होना): आवेदन करने वाला अभिभावक Annexure C देता है। अगर दोनों के बीच तलाक की कार्यवाही चल रही है तो अदालत की अनुमति या दोनों की Annexure D में सहमति चाहिए।
- तलाकशुदा अभिभावक के पास कस्टडी है: तलाक का आदेश और कस्टडी ऑर्डर Annexure C के साथ लगाएं।
- एक अभिभावक का निधन हो चुका है: मृत्यु प्रमाणपत्र की कॉपी लगाएं। जीवित अभिभावक आवेदन करेगा।
- एक अभिभावक विदेश में है: उसकी सहमति का फॉर्म पासपोर्ट सेवा के निर्देशों के अनुसार सत्यापित (attested) होना चाहिए।
- बच्चा विवाह के बाहर जन्मा है: दोनों जैविक माता-पिता के नाम दर्ज कराने के लिए दोनों के हस्ताक्षर वाला Annexure D चाहिए।
- किसी अभिभावक के पास विदेशी नागरिकता है: पासपोर्ट कार्यालय यह प्रमाण मांग सकता है कि बच्चे ने वह नागरिकता नहीं ली है।
