What Is RTI (Right to Information)? How to File an RTI Online , Fee, Time Limit, Appeals and What Changed
The Right to Information Act, 2005 lets any citizen ask a government office for records and information. It costs only Rs 10. Here is what RTI is, how to file it online for Central and Rajasthan offices, the time limits, how to appeal, and the 2025 change in the personal-information exemption.
Key Points
- RTI means the right of an Indian citizen to get information from a public authority, such as a ministry, a department, a municipality, a government school or a public sector company.
- The standard application fee is Rs 10. People below the poverty line pay no fee if they attach proof.
- The Public Information Officer (PIO) must reply within 30 days. If the request concerns a person’s life or liberty, the reply is due within 48 hours.
- You can ask for records, documents, file notings, reports, and copies. You cannot ask a PIO to answer "why" questions or to give opinions.
- Update: the Digital Personal Data Protection Act, 2023 changed the personal-information exemption in section 8(1)(j) of the RTI Act, and reports say this change came into force on 14 November 2025. Requests for another person’s personal details may now be refused more often, so draft your request carefully.
Where to File
| For | Where | Fee |
|---|---|---|
| Central Government ministries, departments and central bodies | rtionline.gov.in | Rs 10, paid by UPI, net banking or card |
| Rajasthan Government offices | rti.rajasthan.gov.in with your SSO ID where the facility is available, or by post or in person at the office | Rs 10 |
| Any office that does not take online requests | Written application by post or in person | Rs 10, as the office accepts, such as postal order or cash against receipt |
- Check which authority holds the information. If you send it to the wrong office, the PIO has to transfer it within 5 days, but your reply can get delayed.
How to File an RTI Online (Central Portal)
- Open rtionline.gov.in and click Submit Request.
- Accept the guidelines, and fill in your name, address, mobile number and email.
- Choose the Ministry or Department and the public authority.
- Type your request in clear points, within the 3,000-character limit.
- Pay the Rs 10 fee online, or upload BPL proof if you are exempt.
- Save the registration number, and track the status on the portal under View Status.
- Check on screen: menu names, fees and steps on government portals can change. Follow what the official screen shows.
How to File an RTI in Rajasthan
- Go to the Rajasthan RTI portal and log in with your SSO ID, if the facility is open for the department you want.
- Choose the department and the PIO, and type your request.
- Pay the Rs 10 fee as the portal asks, and keep the receipt and the reference number.
- If the online option is not available, write the application on plain paper, address it to the PIO and send it by registered post, or hand it in against a receipt.
- Keep a copy, and note the date on which the office received it.
- Check on screen: menu names, fees and steps on government portals can change. Follow what the official screen shows.
How to Write a Good RTI Application
- Ask for records or documents, not for opinions. For example, "Please give a certified copy of the sanction order of Road X dated Y" works better than "Why was the road delayed?".
- Put one subject per application and use numbered questions.
- Give dates, file numbers, scheme names or any detail that helps the office find the record.
- Mention your postal address, and the period for which you want the information.
- Do not ask for another person’s personal details such as their salary slip or medical record, as these can be refused under the personal-information exemption.
If You Do Not Get a Reply: Appeals
- First appeal: if there is no reply in 30 days or you are not satisfied, appeal to the First Appellate Authority, a senior officer in the same department, within 30 days. There is no fee for the first appeal.
- Second appeal: if the first appeal does not help, go to the Central Information Commission for central offices, or the State Information Commission for Rajasthan, within 90 days of the first appeal decision.
- The Information Commission can order disclosure and can impose a penalty on a PIO who delays or refuses without good reason.
- Keep every receipt, letter and date. They are your proof.
Precautions
- The government fee is only Rs 10. Do not pay agents or "RTI helpers" large sums to file it for you.
- Use only the official portals. Beware of look-alike sites that charge extra.
- Do not misuse RTI for harassment or to ask very large amounts of records. Such requests can be rejected.
- Some information is exempt under section 8, such as matters affecting national security, cabinet papers and some personal information.
