Renamed, Not Closed
- After the change of government, the Kamdhenu Pashu Bima Yojana was renamed Mangla Pashu Bima Yojana in 2024.
- Some websites show "closed" against the old name, but that is only because of the rename. Policies are being issued and claims are being paid under the Mangla scheme.
How Many Animals Can a Family Insure
- Up to 2 milch cows, or 2 milch buffaloes, or 1 cow and 1 buffalo.
- Up to 10 goats, 10 sheep or 10 camels.
- For milch cows and buffaloes, the insured value depends on milk yield. The basis cited is ₹3,000 per litre for cows and ₹4,000 per litre for buffaloes, up to ₹40,000.
- If there is a dispute over an animal's value, the veterinary doctor's decision is treated as final.

Who Is Eligible
Eligible
- Livestock owner residing in Rajasthan.
- Holder of a Jan Aadhaar card.
- The animal must carry an official 12-digit ear tag. Animals without a tag are not insured.
- The old Kamdhenu scheme had an income limit (₹8 lakh) and a ₹200 premium for higher incomes. Please check the latest guidelines with the department.

How to Apply
- Get your animal ear-tagged by contacting the nearest veterinary hospital.
- Apply with your Jan Aadhaar on the Mangla Pashu Bima Yojana portal or mobile app. You can also apply through a nearby e-Mitra centre.
- Fill in the animal details and bank account, then submit.
- After the application is checked, the insurance policy is issued.
- Eligible livestock owners have also received policies at government camps such as the Gramin Seva Shivir.
How to Claim
- When an insured animal dies, call 181 or inform the nearest veterinary hospital right away.
- The veterinary doctor conducts a post-mortem. If that is not possible, a panchnama is prepared.
- The insurance company's surveyor inspects and uploads the documents on the portal.
- After approval, the amount goes to the owner's bank account.
Older guidelines required reporting within 21 days of the death. Avoid delay and confirm the current time limit with the department.
Latest Updates
- A target of insuring 42 lakh animals in total has been set for 2024-25 and 2025-26.
- As per information given in the Assembly in February 2026, about 31.1 lakh animals were applied for, 16.24 lakh policies were issued and ₹13.69 crore was paid on 6,984 claims.

नाम बदला, योजना बंद नहीं हुई
- सरकार बदलने के बाद 2024 में कामधेनु पशु बीमा योजना का नाम बदलकर मंगला पशु बीमा योजना किया गया।
- कई साइटों पर पुराने नाम के आगे "बंद" लिखा मिलता है, पर यह नाम बदलाव की वजह से है। मंगला योजना के तहत पॉलिसी जारी हो रही हैं और क्लेम का भुगतान भी हो रहा है।
एक परिवार कितने पशुओं का बीमा करा सकता है
- अधिकतम 2 दुधारू गाय, या 2 दुधारू भैंस, या 1 गाय और 1 भैंस।
- अधिकतम 10 बकरी, 10 भेड़ या 10 ऊँट।
- दुधारू गाय-भैंस की बीमा राशि दूध उत्पादन के आधार पर तय होती है। इसमें गाय पर ₹3,000 और भैंस पर ₹4,000 प्रति लीटर का आधार बताया गया है, अधिकतम ₹40,000 तक।
- पशु की कीमत पर मतभेद होने पर पशु चिकित्सक का निर्णय अंतिम माना जाता है।

- पुरानी कामधेनु योजना में आय सीमा (₹8 लाख) और अधिक आय पर ₹200 प्रीमियम का नियम था। ताज़ा दिशानिर्देश विभाग से ज़रूर जाँच लें।

आवेदन कैसे करें
- पशु को ईयर टैग लगवाएँ। इसके लिए नज़दीकी पशु चिकित्सालय में संपर्क करें।
- मंगला पशु बीमा योजना के पोर्टल या मोबाइल ऐप पर जन आधार से आवेदन करें। चाहें तो नज़दीकी ई-मित्र केंद्र से भी करा सकते हैं।
- पशुओं का विवरण और बैंक खाता भरकर आवेदन जमा करें।
- आवेदन की जाँच के बाद बीमा पॉलिसी जारी की जाती है।
- सरकारी शिविरों (जैसे ग्रामीण सेवा शिविर) में भी पात्र पशुपालकों को पॉलिसी दी गई है।
क्लेम कैसे करें
- बीमित पशु की मृत्यु होने पर तुरंत 181 पर कॉल करें या नज़दीकी पशु चिकित्सालय को सूचना दें।
- पशु चिकित्सक पोस्टमॉर्टम करता है। पोस्टमॉर्टम न हो सके तो पंचनामा बनता है।
- बीमा कंपनी का सर्वेयर जाँच करता है और दस्तावेज़ पोर्टल पर अपलोड करता है।
- स्वीकृति के बाद राशि पशुपालक के बैंक खाते में जाती है।
पुराने दिशानिर्देशों में मृत्यु के 21 दिन के भीतर सूचना देना ज़रूरी बताया गया था। देरी से बचें और समय-सीमा विभाग से पक्की कर लें।
ताज़ा अपडेट
- 2024-25 और 2025-26 के लिए कुल 42 लाख पशुओं के बीमा का लक्ष्य रखा गया है।
- फरवरी 2026 में विधानसभा में दी गई जानकारी के अनुसार लगभग 31.1 लाख पशुओं के आवेदन आए, 16.24 लाख की पॉलिसी जारी हुईं और 6,984 दावों में ₹13.69 करोड़ का भुगतान हुआ।
