What the Scheme Was
It aimed to connect women and girl students to the digital world so they could learn about government schemes and apply for them from home. Government apps such as e-Mitra, Raj Sampark and Jan Aadhaar were installed on the phones.
Who Was Covered in Phase One
- Women receiving widow or single-woman pension.
- Girl students of Classes 9 to 12 in government schools.
- Girl students of colleges, polytechnics or ITIs.
- Women who completed 100 days of work under MGNREGA.
- Women who completed 50 days of work under the urban employment guarantee scheme.
- All of them had to belong to a Chiranjeevi family. The phase-one target was about 40 lakh.

Earlier Process (Now Closed)
- Eligibility was checked on the Jan Soochna portal using the Jan Aadhaar number.
- Eligible women went to a Mehngai Rahat or smartphone camp and submitted documents.
- An e-wallet was created at the camp and KYC and SIM forms were filled in.
- The beneficiary chose a SIM and smartphone of her choice and paid through the e-wallet.
- Finally, government apps were installed on the phone.

- Confirm any new camp or restart announcement only from official portals or news.

पिछली सरकार ने चिरंजीवी परिवार की महिलाओं और छात्राओं को निःशुल्क स्मार्टफोन और 3 साल का इंटरनेट देने के लिए यह योजना शुरू की थी। नई सरकार आने के बाद इसमें नए वितरण रुके हुए हैं। यहाँ योजना का पूरा ब्योरा और आज की स्थिति है।
ताज़ा स्थिति
- योजना के तहत नए आवेदन और नया वितरण फ़िलहाल बंद/स्थगित है। कई स्रोतों में इसे रोका गया बताया गया है।
- 2024 में विधानसभा में दी गई जानकारी के अनुसार लगभग 24.56 लाख महिलाओं को ही फोन मिल पाए। बाकी पात्र महिलाओं को फोन मिलेंगे या नहीं, इस पर सरकार ने स्पष्ट जवाब नहीं दिया।
- सरकार ने कहा कि लाभ और जनहित का मूल्यांकन करके आगे का निर्णय होगा। हमें योजना दोबारा शुरू होने की कोई आधिकारिक घोषणा नहीं मिली।

योजना क्या थी
इसका उद्देश्य महिलाओं और छात्राओं को डिजिटल दुनिया से जोड़ना था, ताकि वे घर बैठे सरकारी योजनाओं की जानकारी लें और आवेदन कर सकें। फोन में ई-मित्र, राज संपर्क, जन आधार जैसे सरकारी ऐप डलवाए गए।
पहले चरण में कौन शामिल था
- विधवा या एकल नारी पेंशन पाने वाली महिलाएँ।
- सरकारी स्कूल में कक्षा 9 से 12 की छात्राएँ।
- कॉलेज, पॉलिटेक्निक या आईटीआई की छात्राएँ।
- मनरेगा में 100 दिन का काम पूरा करने वाली महिलाएँ।
- शहरी रोज़गार गारंटी योजना में 50 दिन का काम पूरा करने वाली महिलाएँ।
- सभी के लिए चिरंजीवी परिवार का होना ज़रूरी था। पहले चरण का लक्ष्य लगभग 40 लाख था।

- लाभार्थी अपनी पसंद का सिम और स्मार्टफोन चुनती थी, फिर ई-वॉलेट से भुगतान होता था।
- आख़िर में फोन में सरकारी ऐप डाउनलोड करवाए जाते थे।
