Rajasthan Palanhar Yojana: Monthly Support for Orphan and Needy Children
Under this scheme the state makes a relative or acquaintance who cares for the child a Palanhar (guardian) and pays monthly financial support. The child grows up in a family, not an institution. Here are amounts, eligibility, documents and how to apply.

Latest Updates
- From 1 July 2023, amounts for categories other than orphans were raised: from ₹500 to ₹750 for young children and from ₹1,000 to ₹1,500 for ages 6 to 18. The extra burden on the state was reported at about ₹411 crore.
- Orphan children's amounts remain ₹1,500 and ₹2,500.
- Many websites still show the old rates (₹500 / ₹1,000). The revised rates are the ones given above.
- Money is paid by DBT directly into the guardian's bank account. Payment status can be checked with Jan Aadhaar on the SJE portal.
- Renewal and study proofs must be given on time, or payments can stop. Confirm the current rates and rules with the district Social Justice office.
Which Children Are Eligible
- Orphan children.
- Children of parents serving life imprisonment.
- Children where one parent has died and the other is serving life imprisonment.
- Children of a widowed mother receiving pension.
- Children of a remarried widow.
- Children of HIV/AIDS-affected parents.
- Children of parents suffering from silicosis or leprosy.
- Children of parents with disabilities.
- Up to 3 children of a mother who has gone into "nata" (remarriage custom).
- Children of pensioned divorced or deserted women.
Conditions
- The child must be a native of Rajasthan or have lived in the state for over 3 years.
- The child must be under 18. An 18-year-old studying in class 12 or below can get benefits until age 19.
- Annual family income must not exceed ₹1.20 lakh.
- The child must be raised within a family by a close relative or acquaintance.
Documents Required

- Death certificate of parents for orphan children.
- Copy of the sentence order for parents given life imprisonment or death sentence.
- Remarriage certificate of a remarried widow mother.
- Medical certificate for leprosy.
- ART centre diary or Green Diary for HIV/AIDS-affected parents.
- Disability certificate of 40% or more for parents with disabilities.
- Social Security Pension Order (PPO) for widowed, divorced or deserted mothers.
- Proof of more than one year since the mother went into nata.

- Guardian's Aadhaar and Bhamashah / Jan Aadhaar card
- Ration card and residence certificate

- Proof of Anganwadi registration or school enrolment
- Passport-size photo and mobile number
How to Apply Online
- Register on the Rajasthan SSO Portal with Jan Aadhaar or a Google account.
- Log in with your user name and password.
- Choose Palanhar Yojana from the scheme list.
- Fill in the form and upload the required documents.
- Check everything and submit. Department officers verify it, and after approval the amount reaches your account.
How to Apply Offline
- Collect the application form from the district office of the Social Justice & Empowerment Department.
- Fill it in carefully and attach all documents.
- Submit it at the department office or an e-Mitra centre.
- After verification and approval, the grant is credited to your account.

- अनाथ श्रेणी के अलावा अन्य श्रेणियों की राशि 1 जुलाई 2023 से बढ़ाई गई: छोटे बच्चों के लिए ₹500 से ₹750 और 6 से 18 वर्ष के लिए ₹1,000 से ₹1,500। इससे राज्य पर लगभग ₹411 करोड़ का अतिरिक्त भार बताया गया था।
- अनाथ बच्चों की राशि ₹1,500 और ₹2,500 बनी हुई है।
- कई वेबसाइट अब भी पुरानी दरें (₹500 / ₹1,000) दिखाती हैं। संशोधित दरें ही ऊपर दी गई हैं।
- राशि DBT से सीधे पालनहार के बैंक खाते में आती है। भुगतान की स्थिति जन आधार से SJE पोर्टल पर देखी जा सकती है।
- नवीनीकरण और अध्ययन संबंधी प्रमाण समय पर देना ज़रूरी है, वरना भुगतान रुक सकता है। नई दर और नियमों की पुष्टि सामाजिक न्याय विभाग के जिला कार्यालय से कर लें।
कौन से बच्चे पात्र हैं
- अनाथ बच्चे।
- आजीवन कारावास पाए माता-पिता के बच्चे।
- एक अभिभावक की मृत्यु और दूसरे को आजीवन कारावास होने पर बच्चे।
- पेंशन पाने वाली विधवा माता के बच्चे।
- पुनर्विवाहित विधवा माता के बच्चे।
- HIV/एड्स से प्रभावित माता-पिता के बच्चे।
- सिलिकोसिस या कुष्ठ रोग से पीड़ित माता-पिता के बच्चे।
- विशेष योग्यजन माता-पिता के बच्चे।
- नाता जाने वाली माता की अधिकतम 3 संतान।
- पेंशन पाने वाली तलाकशुदा या परित्यक्ता महिला के बच्चे।
शर्तें
- बच्चा राजस्थान का मूल निवासी हो, या 3 वर्ष से अधिक समय से राज्य में रह रहा हो।
- बच्चे की आयु 18 वर्ष से कम हो। 18 वर्ष का बच्चा कक्षा 12 या उससे नीचे पढ़ रहा हो तो 19 वर्ष तक लाभ मिलता है।
- परिवार की वार्षिक आय ₹1.20 लाख से अधिक न हो।
- बच्चे का पालन-पोषण परिवार में किसी नज़दीकी रिश्तेदार या परिचित द्वारा हो।

- आजीवन कारावास या मृत्युदंड पाए माता-पिता के लिए दण्डादेश की प्रति।
- पुनर्विवाहित विधवा माता का पुनर्विवाह प्रमाण पत्र।
- कुष्ठ रोग का चिकित्सा प्रमाण पत्र।
- HIV/एड्स प्रभावित के लिए ART सेंटर की डायरी या ग्रीन डायरी।
- विशेष योग्यजन माता-पिता के लिए 40% या अधिक निःशक्तता का प्रमाण पत्र।
- विधवा, तलाकशुदा या परित्यक्ता माता के लिए सामाजिक सुरक्षा पेंशन आदेश (PPO)।
- नाता जाने वाली माता के लिए एक वर्ष से अधिक समय का प्रमाण।

- राजस्थान SSO पोर्टल पर जन आधार या गूगल अकाउंट से पंजीकरण करें।
- यूज़र नाम और पासवर्ड से लॉगिन करें।
- योजना सूची में से पालनहार योजना चुनें।
- फॉर्म की जानकारी भरें और ज़रूरी दस्तावेज़ अपलोड करें।
- सब कुछ जाँचकर सबमिट करें। विभाग के अधिकारी सत्यापन करेंगे और मंज़ूरी के बाद राशि खाते में आएगी।
