Agricultural Land Conversion Now Online With Instant Approval: Rajasthan Land Revenue Rules 2026 in Force From 2 November, Order on the Day of Application; Fees, Premium and Key Points
Whether you want to build a house, start a business or set up an industry on agricultural land in rural areas, you will no longer have to run around government offices for land conversion. The Rajasthan government has made the process of converting agricultural land to non-agricultural use online and time-bound. The Rajasthan Land Revenue (Use of Agricultural Land for Non-Agricultural Purposes in Rural Areas) Rules, 2026 came into force on 2 November 2026, replacing the 2007 rules.
Under the new system, a permission order is issued by computer on the same day the applicant applies online. After that, the Sub-Divisional Officer (SDO) must verify the land and documents within a month. If the documents are found correct or no decision is taken in 30 days, as per reports the change in land category is applied automatically in the revenue record on the online portal on the thirtieth day.

Land Use Rules and Restrictions
- In a new residential colony, 40% of land must be kept for roads and public facilities, with a maximum of 5% for commercial and institutional use.
- In industrial areas, 70% of land must be for industry and 30% for infrastructure, open space and supporting facilities.
- Conversion remains barred for some categories: land under acquisition, protected and eco-sensitive zones, water bodies and catchment areas, land under heritage laws, notified road/rail corridors and land near defence, petroleum and other sensitive installations.
What It Means for Farmers and Applicants
- Fewer repeated trips to tehsil/sub-division offices for a house, shop or industry on rural agricultural land.
- An instant permission order can let construction or business plans start sooner.
- The provision of record change even if no decision comes in 30 days is described as a check on delays.
- Documents and land details given with the application must be correct; wrong information can lead to cancellation.
Note: These rules are for rural-area agricultural land. Separate rules apply for Section 90-A conversion in urban areas. The Urban Development Department has also recently issued instructions barring arbitrary change of land use after 90-A conversion.
