Delhi Pollution Rules From 1 November: Entry Curbs on Non-BS6 Vehicles From Outside, Challans Up to Rs 20,000 Under GRAP; Rajasthan Drivers Be Alert
Strict vehicle rules are coming into force in Delhi from 1 November 2026 to curb winter pollution. As per reports, from 1 November 2026 to 31 January 2027, vehicles registered outside Delhi and below the BS-VI standard will be barred from entering Delhi. A viral message says 'Rs 20,000 challan on non-BS6 diesel and non-BS4 petrol vehicles', but the rules are slightly different. The correct position is given below. This news is especially important for drivers going from Rajasthan to Delhi-NCR.
What the Rules Are: Viral Message vs Correct Position
| Matter | Position as per reports |
|---|---|
| Non-BS-VI vehicles registered outside Delhi | Entry into Delhi barred from 1 November 2026 to 31 January 2027 |
| BS-IV commercial goods vehicles from outside Delhi | Relaxation ends after 31 October; only BS-VI, CNG, LNG and electric allowed |
| GRAP Stage III | Curb on BS3 petrol and BS4 diesel four-wheelers; Rs 20,000 challans were issued on such vehicles in past winters |
| Vehicle without valid PUC | Rs 10,000 challan; 'No PUC, No Fuel' at pumps from 1 October 2026 (CAQM order) |
What Is Happening Now
- GRAP-2 has been in force in Delhi since 19 October and more than 20,000 challans of Rs 10,000 each have been issued, mostly for vehicles without valid PUC.
- As per a report, under UP rules a fine of up to Rs 5,000 for driving a non-BS VI vehicle and Rs 10,000 for no PUC applies in Noida.
- Much of the information is based on CAQM orders; the scope of the curbs may change as soon as the stage changes.
What Rajasthan Drivers Should Do
- Check your vehicle's BS standard (from RC or engine/fuel) before going to Delhi-NCR.
- Always carry a valid PUC certificate; without PUC you will not get petrol/diesel either.
- Owners of old diesel or commercial vehicles should check the latest transport department notification before going to Delhi and, if needed, use alternatives (CNG/electric/BS-VI vehicles).
